Notarial services in Israel cover specific acts prescribed by law, including certification of signatures, copies, translations and certain declarations. The certificate should match the document and the receiving authority’s requirements. A notarial seal does not by itself prove the truth of every statement in a document, validate an underlying transaction or guarantee acceptance abroad.
Before ordering a certificate, tell us where the document will be submitted, in which language, and whether the recipient asks for an original, a notarial translation or an apostille. The applicable certificate, identification and appearance requirements, fees and timing depend on those facts. See the sections below for the main options.
Information only: This page is a general guide. The receiving authority’s current instructions and the facts of the particular case control; ask for legal advice when the underlying transaction or immigration matter requires it.

What an Israeli notary can certify
Israeli notaries perform defined legal acts. The certificate states the act performed; it is important to request the correct certificate rather than assuming that all notarization has the same effect.
- Signature certification: the notary identifies the signatory and certifies the signature in the circumstances required by law. It does not establish that every contractual term is enforceable.
- Certified copy: the notary compares a copy with the document presented and certifies conformity under the applicable rules. This is distinct from verifying the underlying document’s authenticity.
- Translation: certification of translation accuracy requires the notary to know the source and target languages. A notarial certificate of a translator’s declaration is a different act and does not itself certify the translation’s accuracy. See our notarized translation service for the document-specific process.
- Declaration or affidavit: the notary may receive and certify the declaration as prescribed; the certificate does not independently prove that its factual allegations are true.
For use abroad, check whether the destination calls for an apostille or another legalization route. A competent authority, rather than the notary’s certificate alone, issues an apostille; the receiving authority decides what it will accept. Israeli Judicial Authority apostille guidance explains the route for notarial documents.
The legal framework for notaries in Israel
Israeli notarial practice is governed by the Notaries Law, 1976, and its regulations. A notary may issue only the certificates and perform the acts authorized by law. The certificate records the particular act performed; it does not, by itself, establish that every statement in an underlying document is true or that another authority must accept the document.
Licensing requirements
According to the Ministry of Justice licensing service, an applicant must be an Israeli citizen or permanent resident, belong to the Israel Bar Association, have at least ten years of legal practice, and participate in the prescribed notarial training. The licensing committee reviews the applicant’s criminal and disciplinary history and decides whether to grant the licence. The published requirements do not list a separate Ministry examination; the previous claim of such an exam was incorrect.
After approval, the procedure includes publication for objections, payment of the licence fee and signature in the notaries register. The required notarial act, wording, supporting documents and any apostille depend on the document and the receiving authority. Confirm its requirements before ordering a certificate.
Choosing the right notarial certificate
Choose the certificate according to the act the recipient requires. Common notarial acts include certification of a signature, a certified copy, certification of translation accuracy and certification of a translator’s declaration. These are different certificates and should not be described interchangeably.
Before the appointment, identify the receiving authority, destination country, required certificate wording and language, and whether the original document, personal appearance, identification, translation or apostille is needed. A notary can confirm the act stated in the certificate, but cannot guarantee the truth of an underlying document or its acceptance by a foreign authority.
Israeli notarial fees for regulated acts follow the current published tariff. Translation work, apostille, courier service and other separately ordered work should be quoted and distinguished from the statutory notarial fee. Timing depends on document availability, language pair, required signatories and any external authority; no universal processing time applies.
For current certificate examples, see the Ministry of Justice forms. Confirm the recipient’s own requirements before proceeding.
Licensing and official certificate forms
The Ministry of Justice administers the notary-licensing process and publishes guidance, certificate forms and the applicable tariff. The licensing committee reviews applicants against statutory conditions, including legal practice, notarial training and relevant criminal or disciplinary matters. A licence does not mean that every notarial act has been individually approved by the Ministry.
A notary must act within the authority and formal requirements applicable to the particular certificate. If a certificate is intended for another jurisdiction, the recipient’s rules, the appropriate legalization route and any translation requirements must be checked separately. Official certificate examples can help identify the form of the act, but they do not replace case-specific review.
Professional oversight continues after licensing. The Ministry of Justice’s disciplinary prosecution unit handles complaints concerning licensed professions, including notaries. Prosecutors examine the complaint and supporting material and decide whether disciplinary proceedings are warranted or the complaint should be closed with reasons. Where a suspected disciplinary offence leads to proceedings, the professional is given an opportunity to respond to a draft complaint before the final complaint is referred to the competent disciplinary body under the applicable law. A complaint does not itself establish misconduct; the disciplinary body determines the case through the prescribed procedure.
Using Israeli documents abroad
Notarial certificates can be required for personal, business and cross-border documents. The exact act depends on the document and the purpose for which it will be used. A certified signature, a certified copy, a translation certificate and a declaration are distinct; none automatically confirms the legal validity of a contract, title, will or company transaction.
If the recipient is outside Israel, establish the destination country and the type of document first. Under the Hague Apostille Convention, an apostille authenticates the origin of a public document, including the relevant signature, capacity and seal; it does not certify the document’s contents. Israeli notarial certificates and government-issued documents may follow different competent-authority routes. For a country outside the Convention, a different authentication or consular route may be required.
The receiving authority determines whether a particular certificate, translation or legalization is sufficient. Ask for its current instructions before arranging any additional service.
Notarial acts and authentication routes
Choose a notarial certificate according to the act requested by the receiving authority. The following overview separates acts a notary can certify from apostille and other authentication steps handled by competent authorities.
| Service | What it certifies | What to check | Examples of documents |
|---|---|---|---|
| Signature certification | A signature made or acknowledged under the required identification and formalities. | Signer, identification, personal appearance and exact wording. | Power of attorney, agreement or consent requiring signature certification. |
| Certified copy | The copy’s conformity to the document presented. | Original or source document and recipient’s copy requirements. | Identity document, academic record or legal document requiring a certified copy. |
| Translation accuracy | Accuracy of translation where the notary knows both languages. | Language pair, complete text and recipient’s required form. | Immigration document, legal contract or academic transcript requiring translation. |
| Translator declaration | The translator’s declaration, as a distinct notarial act. | Whether the recipient accepts a declaration rather than certification of accuracy. | A translation for which the receiving authority accepts a translator declaration. |
| Affidavit or declaration | The act of receiving a declaration under the applicable procedure. | Identity, wording, witnesses or other case-specific requirements. | Personal statement or financial declaration requiring the specified sworn form. |
| Apostille or other authentication | Issued by the competent authority, not by the notary acting alone. | Destination country, document type and receiving authority instructions. | Birth or marriage certificate, judgment or business document for international submission; the route depends on document type and destination. |
Electronic notarial certificates require the authorized electronic notarial signature. Availability of electronic apostille and acceptance of electronic documents depend on the official service and the receiving authority. See the Ministry of Justice electronic service for current rules.
The table above is a guide to distinct certificate types. It does not make an apostille or consular legalization a notarial act, and it does not promise a fixed price or processing time. The receiving authority’s requirements determine which certificates, translations and authentication steps are needed.
Documents for use outside Israel
For documents intended for use abroad, start with the receiving authority’s written requirements. Check whether it requests a signature certificate, certified copy, translation, apostille or another form of authentication. A notary in Israel performs the particular act authorized by Israeli law; this does not make the notary responsible for checking every requirement of a foreign legal system.
Government-issued documents and notarial certificates may have different apostille routes. The Israeli Judicial Authority explains authentication of notarial documents; the destination authority determines whether the resulting document meets its requirements. For electronic certificates, follow the Ministry of Justice electronic-notary instructions, including the required approved electronic notarial signature. Confirm that the recipient accepts the electronic format before ordering it.
Notarial fees and separate costs
Israeli fees for specified notarial acts are set by the applicable tariff and updated periodically. The amount depends on the act, the number of signatories or copies, and, for translation certification, the applicable word bands. Request a current itemized quotation for the certificate required in your case.
Translation preparation, legal advice on the underlying transaction, apostille charges, courier service and other separately requested work are distinct from the notarial certificate fee. Government or consular charges may also apply. A certificate does not guarantee acceptance by the recipient, and additional fees do not change the certificate’s legal scope.
For an accurate quote, provide the document, language pair, destination, required certificate and any instructions from the receiving authority. We will identify which services can be supplied and which must be handled by a competent external authority.
Conclusion
For a notarial request, send the document and identify the intended recipient, country, language and purpose. We can then check which certificate is appropriate, what identification or originals are required, and whether translation or apostille should be arranged through the applicable route.
The office provides Israeli legal and notarial services within the scope of its engagement. A notarial certificate records a defined act; it does not promise a successful transaction, the truth of the underlying content or acceptance by every authority. Current rules and the recipient’s instructions should be verified before use.

FAQ
A notarial certificate records the particular act stated in it. Signature certification, a certified copy, certification of translation accuracy and certification of a translator’s declaration have different meanings. The certificate does not, by itself, establish the truth of an underlying statement, validate every legal term or guarantee that another authority will accept the document.
In Israel, a licensed notary is also a lawyer. The notary may provide legal advice or draft documents as a lawyer within the scope of the engagement. A notarial certificate is a separate, defined act; it does not turn the entire document into a legal opinion or guarantee a particular legal outcome. Fees for legal advice or drafting should be distinguished from the regulated fee for the notarial act.
An Israeli notary performs acts under Israeli law. A certificate intended for use abroad may need an apostille from the competent Israeli authority or a different authentication route, depending on the destination and document. An apostille authenticates the relevant signature, capacity and seal, not the substantive contents. The receiving authority determines whether the certificate and any translation satisfy its own rules; an Israeli notarial act is not automatically rejected or automatically accepted solely because it crosses a border.
For a notarial quote, contact the office with the document and the receiving authority’s requirements. We will explain the available certificate, applicable fee and any separate translation or apostille steps before work begins.
